Pretty much any AMD socket AM2 Athlon 64 or Intel Core 2 CPU will be
powerful enough to process your HD.
There's an entire website+forums dedicated to building silent
computers: http://www.silentpcreview.com/
Check out their quiet heatsink recommendations:

The Scythe Ninja is among their favorites:

And is readily available:

This is noted in more detail in SilentPCReview's article on it, but
what makes the Ninja different from most "tower" style heatsinks is
the spacing of the fins. Notice how they are fewer and farther
apart then most similarly-styled heatsinks? That makes them better
in low- or no-airflow situations. Many, many people on SPCR's
forums are running PCs that are more than HD capable AND have no fan
on their Ninja.
If you don't have room in your case for a Ninja, generally the
Thermalright XP-120 or SI-120 (or their -90 little brothers) are
recommended.
Good luck!
Matt
