I'm not sure what the difference is between "PVR functions" and "other
MythTV functions", but I'm assuming you mean non-TV-related things like
the browser, news, music etc.
I'm also not sure what "stream the TV through it" means, watching live
TV? Many people are surprised and disappointed to discover that doing is
is probably the hardest thing to get a Myth box to do.
Obviously if you didn't care about the video performance you could get
away with a slower machine, but if you are developing with such a box
compile time could get pretty tedious.
I've certainly seen working PCs for about $100, but add shipping,
capture devices, a video card plus cables etc. and I just don't see how
you can get under $100 without donations or a well-stocked junk closet.
