I'm going to guess that your machine has an old tzdata file at /etc/localtime

Assuming your timezone datafiles are up to date and you're still
seeing the wrong time, try this:

date
mv /etc/localtime /etc/localtime.old
ln -s /usr/share/zoneinfo/$YOUR_TIMEZONE /etc/localtime
date
