Strange. My Gentoo box has timezone-data 2007c and does in fact have  
the correct data. zdump gives me the proper March 11 and November 4  
dates. You are definitely showing the old dates.

What architecture is your Gentoo box? (though that really shouldn't  
make a difference).

Try emerging timezone-data again?
