Your choice of TV card should depend upon where you live & what kind  
of transmission you can get. I think the Hauppage PVR cards do only  
analogue - here in the UK most people can receive digital "Freeview"  
transmissions, for which a DVB-T (digital video broadcast -  
terrestrial) is required.
