I know it is off topic, but Yan hit the nail on the head (so to speak). 
It is definitely the quality of the hardware.

There are some good sites that perform reviews and gather stats on all
sorts of hardware, including power supplies.  The better the quality of
a power supply, the more efficient it is.  Those cheap power supplies
tend to provide only 65% of their rated output, with a lot of the waste
being excess heat.

I've got Shuttle boxes with 200Watt power supplies that run cool and
quiet with a moderate amount of hardware.
