Yes, you need to use a splitter to send the same signal to both tuners.  
I bought a PCT-MA2-4P Multimedia Drop Amplifier (found it on Amazon 
somewhere).  It has advantage of 4 outputs at +8db and 6kV, 3kA surge 
protection on all ports.  From what I saw on the silicondust forums you 
can actually have OTA going into one input and digital cable into the other.
