The output of vmstat for the period when it is iobound may provide
some clues as to the reason.
Make sure your HD is configured to use it's maximum transfer speed
(udma6 or such like). Adding a separate HD for the media is likely to
help. You may want to try a different FS for the /video partition in
the meantime, such as jfs or xfs. The vmstat oputput will tell you if
you really are iobound. Striping may also help, though you then
increase risk.
I would get two sata drives for media and stripe them (using the
hardware SATA raid controller) if you can accept the risk or mirror
them if you can't. Format as jfs or xfs and turn off "slow deletes".
Unless you need LVM or any software layer RAID, imho it is best to
keep it simple.
