Doh - found it!

So my refresh rate is slightly bigger than half the frame interval.
xvidtune -show gives:
"1280x720"     74.25   1280 1720 1760 1984    720  725  730  750 +hsync +vsync

Do I just fiddle around with the 74.25 number until I get a refresh
rate less than 20000? Is there any science to how I change it - up,
down, or just trial and error?
