I think if it was implemented well, marketed correctly, and get used,
it would have ads. Cable TV started as a service which let you pay for
ad-free TV. Then it was gradually redefined that you're paying for the
"service" but the "content" is still free and therefore must be
supported by ads. Except when it's time to raise the cable rates, then
the rates are raised because "the quality content gets ever more
expensive", not because I get better service. But that's only until
the first ad, then the content is free again and must be ad-supported.
