I think the answer is "yes" for Comcast, but in the two areas I've  
been in, they charge you more money for your cable modem if you don't  
take at least one video product.  In Oregon, it was $12 to get the  
"basic cable" offering, but $10 extra for your cable modem if you  
didn't have a video offering with it.  Like in Western Mass, where I  
am now, I got all of the OTA HD channels in the clear with my QAM tuner.
