No. skip-networking will skip ALL network listening, even to the 
localhost interface. lsof would show a mysqld that listens only to 
127.0.0.1 as well, but yours didn't show any.

skip-external-locking does not have anything to do with networking but 
with filesystem locks on DB tables.
