Are you using DVB-T? If so then all the inactive channels transmit a
placeholder page in MHEG which you can see if you turn on the
Interactive TV setting (can't remember which submenu that's in but
it's there somewhere).

Once that's turned on if you are tuned to CBeebies or one of the other
'part-time' channels and they are not transmitting you will get a page
telling you that they will be back later. From there you will be able
to change to a watchable channel as usual without closing the
frontend.

Before the interactive support was put in this used to be a big pain
for us too, but now it works really smoothly.
