TV broadcasts are designed to be overscanned on playback, which means
setting the picture size bigger than the display area, so the edges
get cropped off.  This gets rid of annoying effects round the edges
such as you are seeing.

Maybe your display output is not overscanning for some reason.  One
reason might be using a computer monitor as a screen as opposed to a
TV (TVs tend to overscan by default).

If you're using nvidia drivers then the nvidia-settings program can be
used to adjust overscan.
