Yes, you could use a tuner to continually record all programmes from a
single channel.  Not sure why you'd want to though.

Viewers don't watch the stream from the tuner, the stream is recorded to a file.

Multiple frontends can then independently playback the file and can
individually pause, rewind etc etc without affecting other frontends.

(And there's no need to wait until the recording completes before
starting to watch.  You can start watching as soon as the recording
begins.)

tv streaming, which maybe is what you were thiniking about, is
available in myth as an addon.  (mythstream I think).
