	I dunno. I don't think the amount of money involved her is of
much interest to Tribune. I suspect that they are more concerned about
loss of revenue from commercial customers.

	I think here they were more interested in the community organizing
the solution and policing things. They don't view the whole venture as worth
their effort. If the policing and administration is free then they are willing
to allow consumer users. Otherwise, it seems that they would rather not bother.
