You mean:

Video Aspect Override
 - Off
 - 4:3
 - 16:9
When enabled, these will override the aspect ratio specified by any
braodcaster for all video streams.

(Yes, that typo/transpo is actually in the help text.)

The setting is in General Playback settings.
