Yup.  Civilian airliners aren't required to be fitted with the  
improved insulation until they're overhauled, IIRC.  This sort of  
thing is, IMHO, a direct consequence of the FAA's two conflicting  
missions -- to ensure aviation safety, and to promote aviation.  They  
seem to interpret the latter to mean they need to make sure the  
airlines stay sufficiently profitable, and that results in a lot of  
the NTSB's safety recommendations being watered down in the FAA  
rulemaking process.  Like many regulatory agencies, they've been  
captured by the industry they're supposed to be regulating.
