I'm not sure if there is an easier way, but I ran into similar
situation. First, the 83#2 isn't the same as 83.2. The #2 is just
pulled out of the sky. If you look at the following line pulled from
my DB, the channel is actually 82.5 (freqid.serviceid).

mysql> select chanid,channum,freqid,callsign,name, serviceid from
channel where sourceid = 3 limit 1;
+--------+---------+--------+-------------+------+-----------+
| chanid | channum | freqid | callsign | name | serviceid |
+--------+---------+--------+-------------+------+-----------+
| 3823 | 82#3 | 82 | UNKNOWN82#3 | | 5 |
+--------+---------+--------+-------------+------+-----------+
1 row in set (0.00 sec)

So, if 82.5 was my local CBS, I would go into the channel editor
(mythtv-setup) and find 82#3. I'd change the callsign, name, and
xmltvid to be the correct values. Do that for all your channels and
then run the mythfilldatabase.

I found it easiest to set all the QAM channels as non-visible before
doing the above (update channel set visible = 0 where sourceid = 3)
and then set the ones I want to be visible in the channel editor.

I also found it easiest to figure out which channels are which
utilizing the Windows config tool and VLC. But it looks like you may
already have the list from the web.

XMLtvid's can be found by going to tvlistings.com, finding your
lineup, and then hovering over the link for the channels. The link in
the status bar will have the xmltvid. Hopefully someday SD will just
include that on their site.

I hope some of this makes sense. You seem to be able to find your way
around the db and such so hopefully you'll make it through.

Good Luck
Billy

PS I'm in Cox Tucson & have that 1008.0 channel too. Actually,
Tucson Cox QAM rearranged before the fall season, and half the
channels I tuned to all played the PBS channel so I gave up and
switched to the antenna. But I had it all working for quite a few
months. I think since around Xmas.
