Speaking as someone with a C3 based EPIA board.  I would avoid them.  
True, they're really cool from a technology point of view and having all 
the functions on a single board is also REALLY useful.

The Cx processors are, however, pretty gutless machines, the C7 is 
reportedly a major improvement over a C3 but a modern Celeron or 
Semperon will out pace it (goes without saying a full P4/Core/Athlon64 
as well).  Factoring in the hissy fit of drivers you have trying to get 
the integrated accelerators running... it's a hodge podge.

The other thing I noticed were the 40mm fans VIA fit as standard (and it 
looks to be the same ones still used) whine quite loudly.
