This is running on gentoo and an ancient P4B-M 

How are you measuring power?

I also have the following turned on for idle savings:

CONFIG_CPU_IDLE=y
CONFIG_CPU_IDLE_GOV_LADDER=y
CONFIG_CPU_IDLE_GOV_MENU=y

Note that this is on a PXE system and all modules except nvidia are
compiled in.
