No, he's wrong.  You want to load your switching power supply to, oh,
roughly 70-80% of it's rated power output; it will run more efficiently
that way.  Note that different power supplies have different maximum
power capacities on different voltage legs; it can also make a
difference which supply you pick based on your loads.

If you're going to run a machine 24x7, this stuff is worth looking at.
