On my F8 system (where I have a PVR-350) I did:
> [root at kjc386 ~]# which v4l2-ctl
> /usr/bin/v4l2-ctl
> [root at kjc386 ~]# rpmq -f `which v4l2-ctl`
> ivtv-1.2.0-5.fc8.i386
> [root at kjc386 ~]#
YMMV, but for me on F8, its a part of the ivtv RPM, and it gets
installed in /usr/bin, not /usr/local/bin.
