Having worked in the casino industry, where we also dealt with video
recording, that sounds just about right, unfortunately. Video
surveillance is a niche market and items are priced accordingly.
I tinkered a bit with Geovision's line of DVR cards. They're fairly
reasonably priced as such things go. Their Windows software is pretty
nice but it won't master a video DVD, only a data DVD with a built-in
player application. (I suspect they didn't want to pay to license
MPEG2.) Also, if frame rate is important, you can't believe the specs
they give. Knock off about 25% and you'll be in the ballpark of what's
achievable under real-world conditions. This was a deal killer for us
as the regulations we operated under demanded a particular minimum frame
rate.
