Nope. They remain horribly broken.

Turn off "Prefer EIA-708 over EIA-608 captions" to use VBI captions
instead, which work, and work quite well.

In turn, this brings up a question of mine: How many--if any--North
American broadcasts carry ATSC but don't carry VBI captions?
