I don't watch DVD disks (I rip them all and watch the ISOs), but here is a
datapoint from my DVD drive.  I doubt it helps much:

brian at backend:~$ sudo hdparm -Tt /dev/scd0
/dev/scd0:
 Timing cached reads:   520 MB in  2.00 seconds = 259.67 MB/sec
 Timing buffered disk reads:   10 MB in  3.23 seconds =   3.09 MB/sec

Almost the same as yours.
