MEncoder should work too with a commandline similiar to this:

| device=/dev/video0:mjpeg:decimation=1:fps=30000/1001 \
| -vf harddup -oac copy -ovc copy -o $OUT_FILE tv://

You might want to change and add some options. See the mplayer manpage
for details.
