While I don't have an answer to your problem, I can tell you that the
difference between the two is that Fox and ABC are both 720p (60fps)
while all the others are 1080i (30fps), so whatever the cause, it's
surely related to that.

interesting. didn't know fox and abc are at 720p. is there anything i can do as far as mythtv's configuration is concerned to account for that? from experience, i can tell that nbc has the best picture available and then cbs and the public tv station.
