Yes, I would eventually like to do HD (I currently don't have an HD capture card). Yes, I am will to build. I would also like to recover the recording I have (had) on the old 250 gig ide hd.

I think you need t better explain your specs. Are you going to use HD?
Also weather you are willing to build one from components. I mean I could easily spec you out a mythtv machine for $300US or one for $1500US.
