Don't think so. This is really a question for the xmltv-users list.

Correct, although that doesn't stop you asking them to carry it. Email
radio.times at bbc.co.uk and mention the XMLTV data feed.

Do the POP channels have an offical site? Maybe you could ask them for
the data (or scrape from there)? Digiguide supplies the data for
several POP channels on DG-enabled listings sites (including the UK TV
Guide site), but it's against their TOS to scrape/automate the data
retrieval. I'm quite sure the grabber wouldn't be accepted into the
XMLTV suite due to this, but for outputting XMLTV data the Perl libs
in XMLTV would be  useful either way.
