If he can ping the box, it's well past the BIOS self-test stage.  The
Linux kernel has loaded, at very least.

I suspect VNC has a dependency that isn't starting.  Maybe it depends on
X?  If there isn't a mouse connected X may fail to start.

I think I would start troubleshooting this by trying to boot the machine
with a monitor connected, but no keyboard or mouse.  This might reveal the
problem.  I would also check the log files under /var/log for useful error
messages.
