This was EXACTLY the behavior I had.  Turns out I had the PW_LED  
connection on backwards.  Switching (putting it so the red wire was on  
the PW_LED+ pin of the header) "fixed" it to normal LED behavior: LEDs  
off when machine is off and LEDs solid on while machine is on.
