I think he's talking about the case where the DHCP server always
assigns the same IP address to a known host.  There are two ways I
know of to implement this.  The simplest is MAC address filtering.
The second is requiring the DHCP client to tell the server what it
wants its hostname to be and then have the server assign the IP
address based on that.  In this case, it's still random what server(s)
will answer the request, but they'll assign the same number in each
case.  This requires trusting the client and is not a good idea IMO.
