No.  The hardware is regional and must conform to local broadcast
standards.  What's more, Japan will be (IIRC) using ISDB-T, which is a
digital broadcast method unique to them (although Brazil will be using
a variant.  There is no PC hardware for capture of this format that I
am aware of.  Moreover, there is definitely no linunx support for any
such hardware.

Your options for the time being may involve buying a tuner box and
continuing to capture analog outputs from it.
