   Like many things, YMMV. 

   I'm in outer suburbia and I pretty much get anything over the
antenna that the local landline monopoly allows to go in the clear
over QAM.

   Anything else seems to be more the exception than the rule.

   Either way, you seem to be at the mercy of the local provider. If
they wanted to be jerks before I'm not sure there was any recourse.
They probably could have cut you off at will before if they wanted
to and the new rule/exception probably didn't mean much.
