As Isaac points out, VDPAU does work with an 8400GS.

In my case, I went for VDPAU so I wouldn't have to change anything
else. My frontend's been up and running for more than three years now,
and with VDPAU I don't see any reason why it can't last for another
three even after I deploy HD-PVR. Things like saving power are just a
bonus.
