Have a look at the stream coming in within Wireshark. If it has
sections within the stream that are "FF FF FF FF FF FF", it is
encrypted (Though at the moment, I can't work out how - Where's the
missing data coming from?), and with the same method Sasktel are using
for some streams. The artifacts you are getting (Green sections,
stuttering sound, artifacts) sounds exactly like what happens when I
try to open one of Sasktel's encrypted streams.

You might also want to try passing in "-framedrop" into mplayer, to
see if letting it drop frames will help some. Glad to see you've got
something working, though.
