There may be various reasons, one Brian has already explained.
Another one is: Ubuntu is based on Debian. New releases mean they pull
the "most" recent packages from Debian and build Ubuntu around them. So
I guess, sometimes a bug is fixed in Ubuntu and the fix isn't reported
upstream (or is reported, but not applied upstream). Such local fixes
might geht lost, when they pull the next version from Debian.
