I remember seeing research somewhere, several years ago, that found that 
people need to see a spot at least five times before the message sinks 
in.  That may explain the repetition.

Actually, that's a bit of an oversimplification -- five times is for a 
well-produced, memorable spot.  For political ads, which tend to be very 
dull and unmemorable, the figure is more like 20 times.
