I wrote a script that ensures that a single disk within my recording
group does not get completely full.  I have just written up the
details here (http://sites.google.com/a/thewhytehouse.org/mythtv/modification/balancingstoragegroupusage)
and you are free to use and hack the script as you see fit.

It at least has some code to ensure that you don't move a recording
that is currently in progress.
