There have been previous reports on the list about broadcasters doing 
funny things to their transport streams, in the name of saving bits, 
typically in a situation where you have sub-channels.  You probably just 
ran into one of those.

So something in the stream is confusing enough to myth - or just plain 
wrong - that it thinks the program is progressive instead of interlaced.

You can try contacting the station's engineer - they may be willing to 
make adjustments.
