There's no such thing.

Web browsers always reformat the display based on any number of
conditions.  HTML is not a publication format designed to give an
exact layout, regardless of how many web developers might try to pound
it into that mode.

The terms are too vague.  What's forbidden, and what's not?  Can I
disable loading images?  What about pop-up blockers, might they be
prohibited?  What about a mobile phone browser like Opera-mini that
can automatically reformat the page to better optimize the view on
very small screens?  Can I view the Hulu site in French through a
translating proxy like Babelfish?  Where do you draw the line?
