[mythtv-users] Playback scaling functionality removed in 0.22?

Going back several versions of Myth, I have set the
"Vertical/Horizontal scaling" parameter on the second page of Playback
Settings to +1% to get rid of the little white blinking lines that my
cable company likes to provide at the top of their feeds.  However, in
0.22, this settings parameter no longer seems to be functional.  I
have even tried setting both Horizontal and Vertical scalings to
ridiculously big numbers like +/-25% and see absolutely no effect on
the size of the playback image.

Just to confirm the scaling settings on the page were saved, I checked
the frontend log with -v playback:

Sure enough, there it is.  Only the playback image is _not_
overscanned.  Any idea why this setting would have been disabled?
