That seems to be the general experience.
Remember many things are contending for the PCI bus in addition to video
(though that's certainly a large portion of it). Many motherboards do not
have the greatest implementation of PCI.
Adjusting latencies might help, but I think in general it's not a good idea to
try and push uncompressed HD video across a PCI bus.
