I'm working on the mythtv-setup elimination and I can confirm that
mythtv-setup will not go away until the backend can be configured
via the internal webserver. I don't know yet if this will happen in
0.24 or 0.25, but when it does it will also take care of restarting
newly re-configured parts of the system.

If the backend is on a machine with a only public and localhost
IP's remote configuration will be disabled. In that case you will
need to ssh into the machine and either use X forwarding with a
graphical browser or use a text only browser like lynx to do the
configuration.
