For a user it doesn't matter how many tuners there actually are. The 
only important thing is how many channels can it record/will it let me 
watch, average user expects both numbers to be the same....

Every time I see this discussion I remember the 'browse accross tuners' 
patch, isn't that what's supposed to make this issue to be solved?

As for new users: they just expect to be able to browse from channel 1 
to 10 in a linear manner, if that isn't possible because of a 
multiplex-lock one would expect a jump to the second tuner(if available) 
to tune the next channel. I'm not coder enough to handle it, but if 
someone is able to add this it would be much appreciated.
