Yes, it would.  I assume you are always using tuner0?  Since this has
happened twice now you would agree that this isn't a one off?  How long have
you had a working HDHR since you made any configuration changes?  Think hard
on this one as it has bitten me more than once where I make a change and
don't notice the effects for several days (or weeks) which by that time I've
slept more than once and I've forgotten that I made the change at all. A
change log is great if I'd remember to use it.  If it has been a while I
would suspect a flaky HDHR (or power supply) or something flakey on your
network.  If this behavior has been there like forever and you just noticed
it, you could try some things in the HDHR configuration (i.e. the quick tune
option - which I don't really understand, but might make some sense in this
case).

I would just set up a bunch of recordings over a period of 24-48 hours that
utilize both tuners (stuff you don't care about) and then review the
outcomes to see if there is a pattern that might lead you to some conclusion
and fix.
