You have to change the lirc package's debian/rules to enable iguanaIR when it calls configure. It's fairly obvious where to do it when you look through that file.

I just went through a similar process on my debian testing machine and the version in testing doesn't support iguanaIR at all. I'm not sure what's in unstable or experimental.

Pressed for time I took the most recent tarball from the lirc site and configured it the debian way (prefix=/usr etc) and make installed. You could also try copying the lirc package's debian directory into the latest lirc tarball and build the package as usual. Extra points for changing the package version to reflect the version of the lirc tarball.
