I believe you can visit this link:

<http://svn.mythtv.org/trac/browser/branches/release-0-23-fixes>and see the
revision that 0.23-fixes is at (which is 25595 as of 28 hours ago).  Click
on the revision number for 0.23-fixes and you'll get a list of when the
changes occurred.  You'll see that the build is 5 fixes out of date and
roughly 2 weeks.  Long enough that it should be looked into
