I'm sure it depends on the particular agent, supervisor(s), whatever training was received and a host of other factors.

I suspect in many cases the CSR simply doesn't know a particular answer, and implements the random number generator 
connected to their mouth, or pick from a list of random phrases on the script in front of them.

I know I tend to see every problem as some sort of corporate conspiracy, when often it's a local issue.

The number of people who live where they actually have a choice of providers is quite small. If I were lucky enough to 
have such a choice, I would probably not complain about how the options were presented.

Of course it never hurts to ask for anything told to you verbally to be put in writing, a refusal would make me 
suspicious.
